What is an HRMS: What an HRMS is, and what it should do in the UAE.

HRMS stands for human resource management system. What one does, how it differs from HRIS, HCM and payroll software, and what a UAE company should expect.

The short answer

HRMS stands for human resource management system: the software that holds a company's employee records and runs the processes built on them, such as attendance, leave, payroll, recruitment and performance reviews. Unlike a spreadsheet, one event recorded once updates everything that depends on it. In the UAE an HRMS should also produce the WPS salary file and calculate end-of-service gratuity.

HRMS is a term everybody uses and few people define. It stands for human resource management system, and in practice it means the one piece of software a company runs its people on.

What does HRMS stand for?

HRMS stands for human resource management system. Some vendors say human resource management software, and the meaning is the same. It is the system that holds a company's employee records and runs the processes built on them: attendance, leave, payroll, hiring, reviews and the paperwork around each.

The word that matters is system. A folder of spreadsheets holds the same facts, but nothing in it knows that an approved leave day should reduce a balance, or that a missed punch changes a salary. An HRMS is where one event, recorded once, updates everything that depends on it.

What modules does an HRMS include?

Products differ in how far they go, but the core is consistent. These are the parts most companies mean when they say HRMS.

ModuleWhat it does
Core HRThe employee record: personal details, IDs, bank account, documents, reporting line
AttendanceWho worked, when and where, from a phone, a web page or a terminal at the door
LeaveRequests, approvals and balances, on a calendar the team can see
PayrollThe monthly run, payslips, the bank file and what is owed at the end of service
RecruitmentVacancies, candidates, interviews and the step that turns a hire into an employee
PerformanceGoals, review cycles and the decisions that come out of them
DocumentsVisas, IDs and contracts, with a warning before each one expires
Self-serviceEmployees reading their own payslips and balances without asking HR

What is the difference between an HRMS, an HRIS and HCM?

The three terms overlap and vendors use them loosely. The distinction that used to hold is about how much the system does with the records it keeps.

TermStands forWhat it usually covers
HRISHuman resource information systemEmployee records and the reports drawn from them
HRMSHuman resource management systemThe records, plus the processes on top: time, leave and payroll
HCMHuman capital managementEverything an HRMS does, plus hiring, performance and planning

In practice the label on the box tells you very little. Ask what the product does with a late arrival, a resignation and a salary revision, and you will learn which of the three it really is.

Is payroll software an HRMS?

Payroll software alone is not an HRMS. It calculates pay from figures somebody gives it: days worked, unpaid leave, overtime hours. An HRMS is where those figures come from. When payroll sits inside the HRMS, attendance, leave and approved overtime arrive in the run without anyone typing them, which is where most payroll errors are made.

What should a UAE company expect from an HRMS?

Most HRMS products were designed for countries with income tax withholding and pension enrolment. For most employees the UAE has neither, and it has several requirements those countries have never needed. These are the ones to look for.

  • A WPS salary file (SIF) produced from the approved payroll run, for each establishment
  • End-of-service gratuity on basic salary: 21 days a year for the first five years, 30 after that, capped at two years' pay
  • Emirates ID, labour card, visa and passport on the employee record, with alerts before each one expires
  • Visa processing tracked as steps, from the work permit to the labour contract
  • Attendance from a phone with location, and from a biometric terminal at the door
  • A weekend and public holiday calendar for each branch
  • Emiratisation and ILOE tracking, for the companies they apply to

A quick test for a demo

Ask the vendor to produce a SIF file from a payroll run while you watch, with one employee who has no IBAN on file. A system built for the UAE names that employee and says what is missing. One that was adapted for it produces a file your bank rejects.

When does a company need an HRMS?

Roughly when payroll stops being something one person can hold in their head. The signs are familiar.

  • Month-end depends on one spreadsheet and the one person who understands it
  • Nobody is sure whose visa expires next quarter
  • Leave balances are argued about, because there are two versions
  • Overtime is paid from messages, not from records

What should you check before buying an HRMS?

Three things matter more than the length of the feature list. Whether the modules share one employee record or pass files between themselves. Whether the local requirements above are built in or bolted on. And whether you can get your own data out again. Our buyer's guide goes through each in detail.
