HRMS vs payroll software: HRMS or payroll software:
what a UAE company needs.
Payroll software calculates pay. An HRMS produces the figures it is calculated from. What each covers, where the gap shows, and which one a UAE company needs.

The short answer
Payroll software calculates pay from inputs somebody gives it: days worked, unpaid leave and overtime hours. An HRMS is where those inputs are recorded, so when payroll sits inside it, attendance, leave and approved overtime reach the run without retyping. Payroll software is enough for salaried staff in one office; an HRMS is needed when pay varies with attendance or there is more than one branch.
The two are sold as if they were alternatives. They are not: one calculates pay, the other produces the numbers pay is calculated from. Which you need depends on where your month-end time goes.

What is the difference between an HRMS and payroll software?
Payroll software takes inputs and produces payslips. Somebody gives it days worked, unpaid leave and overtime hours, and it does the arithmetic. An HRMS, a human resource management system, is where those inputs are created: the attendance, the leave, the employee record. With payroll inside it, the inputs arrive by themselves.
What does each one cover?
| Payroll software | HRMS with payroll | |
|---|---|---|
| Salary calculation and payslips | Yes | Yes |
| WPS salary file | Usually | Yes, from the approved run |
| Attendance and overtime | Typed in or imported each month | Recorded in the system, already in the run |
| Leave and unpaid days | Typed in | From approved requests |
| Employee records and documents | Pay details only | The whole record, with expiry alerts |
| Final settlement | Often a separate calculation | From the same record, with gratuity |
| Hiring, reviews, visas | No | Yes |
Where does the gap between them show?
In the three days before pay day. With standalone payroll, somebody collects attendance from a device, leave from managers and overtime from messages, reconciles them in a spreadsheet and types the result in. That step is where the errors are made, and it is repeated every month.
In the UAE the gap is wider, because the requirements reach beyond pay. A wage protection file needs every employee's MOHRE person code and IBAN. Gratuity needs an exact joining date and the basic salary. Neither lives in a payroll tool unless someone keeps it there by hand.
When is payroll software enough?
- Everyone is salaried, with fixed pay and little or no overtime
- There is one office and one working pattern
- Leave is rare enough to track by hand without mistakes
- Somebody already keeps visa and ID expiry dates reliably
When do you need an HRMS?
- Pay varies with attendance: site crews, shifts, hourly staff, overtime
- You have more than one branch or more than one trade licence
- Leave, late arrivals and unpaid days change the payroll every month
- Expiring visas and Emirates IDs are tracked by memory
- Final settlements take days to assemble
Which inputs does a UAE payroll run need?
A UAE payroll run is only as good as the figures it starts from. Six of them change the result, and in a payroll-only setup each one is typed or imported again every month.
| Input | Where it comes from | What it changes |
|---|---|---|
| Days worked and unpaid days | Attendance and approved leave | Gross pay for anyone who joined, left or took unpaid leave in the month |
| Approved overtime | Overtime requests, approved before the cut-off | Pay at the basic hourly rate plus 25%, or plus 50% between 10 pm and 4 am |
| Basic salary | The contract registered with MOHRE | Overtime, leave paid on exit and end-of-service gratuity |
| Joining date | The employee record | Gratuity: 21 days' basic a year for the first five years, 30 after that |
| MOHRE person code and IBAN | The employee record | Whether the bank accepts the WPS salary file |
| Loans and advances | A deduction schedule | Net pay, within the limits Article 25 of the labour law sets |
With payroll inside the HRMS, every row above is already on the employee record when the run starts. With a separate payroll tool, someone carries the figures across, and that hand-over is where most month-end errors are made.
What does a month look like with payroll inside the HRMS?
- Attendance is locked at the cut-off, and a correction after it becomes next month's adjustment
- Overtime and unpaid days are approved as their own step, before the run
- The draft run is compared with last month, employee by employee, and every difference has a reason
- The approved run produces the WPS salary file, naming anyone with a missing IBAN or person code
- Under Ministerial Resolution No. 340 of 2026 a month's wages are due by the 1st of the next month, so approval is set early enough to fix a rejected file
Is DenwaysHR an HRMS or payroll software?
DenwaysHR is both, and an HRMS first: employee records, attendance, leave and approvals are on every plan. Basic Tracking and Advance Tracking run HR and attendance without payroll; the payroll plans, starting with Basic Payroll, add UAE payroll with the WPS salary file and end-of-service gratuity from the same employee record.
Payroll is built for the UAE only. Teams in Saudi Arabia and Qatar use DenwaysHR for HR, attendance and leave, and export the month's attendance and leave for the payroll they already run.

See DenwaysHRA question that settles it
Ask where last month's payroll inputs came from. If the answer is a system, payroll software will do. If the answer is a person, the problem is upstream of payroll, and an HRMS is what fixes it.
DenwaysHR is an HRMS with payroll built in: the WPS file and gratuity come from the same record as attendance and leave.
